In a given country, pool all estate taxes for a given year and use that money first to pay off legitimate and provable obligations of all deceased, including the insolvent. In the U.S. we never seem to be able to figure out whether estate taxes are good or bad. This is one use of proceeds that would be easy to defend. Here’s a thought.
